Founded over 120 years ago, the Kuopio City Library, which is also the County Library of Northern Savo, is one of the largest public libraries in Finland. The present main library building was completed in 1967. Since 1967 the City Library has also functioned as the regional County Library of Northern Savo. The County Library manages inter-library lending, gathers material concerning Kuopio City and Kuopio County, and functions as centre of Icelandic literature in Finland. Local authors´ work are also included in the regional collection.

| All branches of the
City Library provide both lending and information services. In the main library, searches
can be made in several databases for study, professional or leisure purposes. The library has public access terminals with which customers can search the catalogue. It covers the collection of the whole library and provides information on the location and availability of books and other documents. The large reference collection contains handbooks, dictionaries, statistics, standards, municipal information and parliamentary documents. The library also has facilities for listening to music and learning languages, having course bookse and casettes in 40 languages. There are also photocopying machines and microfilm readers available for customers. The library can also offer space for many activities. Fairy tale hours, training of library users, meetings and exhibitions can be arranged on its premises, and the well-equipped lecture hall can be hired for on small fee.
